like always i buy a game put it into my game muticase and trow away the old game case now i cant get shale and i dont want to buy it off microsoft how can i get a new code?

ok i bought the game got the promotion for the stone prisoner, downloaded it ands still no honnel city wtf, i beat the game now and have done all the quests i could find what am i doing wrong, i started a new character and am at the point where i jus left lothering and honnel is still not there. really i am getting upset WTF am i doing wrong
